Right. Anyone with lore. It just takes a lot to see some returns, so sorcerers will sort of be the best at it.

Some comments from the PC, yes, DoT isn't very favorable in a game where everything gets killed rather quickly. But that's why this is mostly flavoring. It has some benefits, but if you're just killing everything in a swing or two, flares aren't something you'd likely be interested in anyway. Plus, these can also go on stuff with flares, weighting, sighting, etc, for just some extra damage and play nice with other scripts. The initial flare damage is similar to normal flares.

It uses the seed 1 of the summation chart. Benefits don't really start to be noticed until later on, but a capped player who is 1x will see some benefit. There are some spots that will need to be monitored though.

This is a limited service. Only about 5 of them are going out in each instance.

There are two types of damage happening after the flare happens. Damage over Time (DoT) flavoring (low damage) and disease damage. Disease rounds are standard rounds. The RotFlare DoT is 3 times faster than the disease round. Necromancers will cause significantly more disease damage with heavy lore training, using the same seed as ensorcell (at higher lore training). The DoT lasts as long as the disease, so necromancers will see the rotting effect last a lot longer. Necromancers will also cause the weapon to flare more often. Really good necromancers will cause it to flare on the first strike. Once the rot effect is happening, it won't flare again until it's over.

In the examples below, each frost giant had varying amount of life left, so try not to use how long it lasted as a judge on how effective the damage was. It's mostly to throw any math people off.

Bow

You nock an arrow in your diseased rotbow.

Right. Anyone with lore. It just takes a lot to see some returns, so sorcerers will sort of be the best at it.
