I think this article incorrectly refers to "RANKS = hindrance * 20" (in various forms) where it should read "SKILL = hindrance * 20" (in various forms). I've played Gemstone for for 8 of the last 11 years but I've only played for 30 days in the last 3 years, so I'm not confident that this suggestion is 100% accurate.

The two tables on this page show different requirements for the action/maneuver penalty. The quoted explanation from GM Coase implies that the maneuver penalty is fully trained off at the same time as the RT adder (augmented breastplate only needs 90 ranks to reach -25 AP), instead of requiring 100 ranks.
