You're going to release Ruin Creek on Teras? Ruin Creek is on a completely different continent, and according to legend (via The Chosen/Vrrael/Terate quest log):

Doesn't sound like a friendly place for a bit of travel to me...
Also Liia, you might wanna check to make sure the justice system is working properly outside of the gates, a friend of mine said he got tacked for a fine for blowing up boxes just outside the gates before the road.

Ruin Creek is a place that has history, but no physical existence in the game itself. It is going to be designed to give Terasians things to do, including gambling, shopping, eating, etc. You don't HAVE to do things, but you will have more options. And, it will be a nice place to veg out that's not the statue :)
It's still in design mode, so it will be awhile yet.
