STEAL bonus

Hello NENMOONIA. I saw your change to the section on Mobility that references the bonus to STEALing. It seemed that you were not sure whether this bonus was misapplied to stealing, an error, or still active. This language originally came from the play.net website and may be inaccurate. I have requested verification from the GameMaster team. In the meantime, I will be leaving it as is until a more recent reference is found (such as on Discord or the forums) or I have received a response. I hope this is helpful. Thank you.
