The Darkness spell changes the illumination of the room, causing the area to be much darker than usual. This increases a character's ability to hide, though, it hinders many other abilities as well, such as locksmithing, in addition to hindering combat by providing all creatures (and all characters) present with +20 bonus to DS.
If the caster leaves the local area for a while, the spell will dissipate early.
Alchemy can create shifting dark crystals which have 4 rubs of the Darkness spell in them.
