I posted this a while back on the PC, not sure if I did a cross-post here. But this is the skinny on the scribers that were sold by Walram.
You glance down to see a a diamond-tipped armor and weapon scriber in your left hand.

INSTRUCTIONS:
TAP to make your scriber recognize you.
GLANCE to see the current settings.
TURN to change the color.
NUDGE to change the symbol.
POKE to change the second symbol (if applicable).
SHAKE to clear the current settings.
PUSH to lock the current settings.
To see how many uses remain, use MEASURE.
WRITE to scribe your item. Usage: WRITE (ITEM) WITH MY SCRIBER.

Second Symbol Options:
trident, sword, anchor, harp, crown, sword, key, eye, rose, skull, butterfly, stag, serpent, lion, bat, fish, wolf, spider, hawk, raven, dragon, dolphin, eagle, phoenix, scorpion, horse, unicorn, gryphon, bear and hydra
After some fiddling...

As you glance at the scriber, you see that it is set to outline the symbols "chalice"and "skull" in silver, when it is scribed onto your item.

WARNING! You are about to lock the settings on the scriber. To check the settings, GLANCE at the scriber. The settings cannot be changed, once they are locked. If you are certain you wish to lock these settings, PUSH the scriber again within 5 seconds.

Scribing Item with LONG and no Show:

As you press the scriber against your leathers, the markings begin to take shape.

Scribed onto the leathers is an identifying marking: a chalice and skull outlined in silver.
You see nothing else unusual.
Scribing Item with SHOW:
The ancient armor is studded with pure vaalin forged by a master metalsmith. Protruding from the edges of the full plate is a layer of soft dark leather designed to cushion the wearer from the blows of battle. Dark burnished vaalor clasps fasten the armor in place. Etched into the front is a crimson red elliptical sigil, inlaid with arcane runes of red and onyx extending out from the edge in a vein-like fashion. You also notice a small enchanter's glyph.

I caught up with Walram and asked him why it would not work on my mattock and or my jerky making cleaver and he said it was because of the scripts that were already on the items were incompatible. Still, really neat item. At the very least it will add a bit of flair to my forged weapons.
Walram's speech on what they do:
Walram says, "They'll allow ye ta put symbols on yer weapons and armor ta identify 'em as yers."
Walram says, "They're nay cheap, though."
Walram says, "100,000 silvers fer one."
Walram taps some steel half plate, which is in his left hand.
Walram taps his scriber.
Walram says, "When ye get a scriber, READ the instructions on it."
Walram says, "Ye'll select a color, then up to two symbols."
Walram says, "Once ye have them selected, ye lock the choices in."
Kiowa asks, "Kin it be changed agin an' agin?"
Walram says, "Then ye can scribe them up to 25 times."
Walram says, "Nay, but it can be reset fer a fee."
Walram says, "Certain merchants will reset them fer ye."
Walram says, "Also, ye'll only be able ta use the scriber yerself."
Kamzi bounces around happily.
Berost deeply asks, "Once it set, it stays that symbol and color forever?"
Berost peers quizzically at Walram.
Chazym asks, "Oh they are attuned to us?"
Walram says, "Aye, until it's reset by a merchant."
Walram says, "Aye, they recognize only the owner."
Chazym nods.
Surly asks, "Scribe 25 times den crumbles? Or reset?"
Walram says, "Reset."
Berost deeply asks, "The owner is known because they are the ones who set it?"
Walram turns the color wheel.
Walram says, "Aye."
Walram nods to Berost.
Walram says, "There are 30 colors ta choose from."
Walram says, "And two sets of 30 symbols."
Walram says, "So there's verra little chance of pickin' someone else's, but it can happen."
Walram nudges the scriber to set the first symbol.
Chazym asks, "So they don't attune til you lock them in? so we can give one away for a present perhaps?"
Walram says, "Aye, ye can as long as ye don't set it to yerself."
Chazym nods.
Walram pokes his scriber to set the second symbol.
You say, "30 colors, 2 sets of 30 symbols..."
You ponder.
Walram presses his scriber against his plate, furrowing his brow in concentration.
You ask, "Dats 27,000 combinations?"
Walram says, "That's quite a few, aye."
Walram winks.
