Crumbly refers to magic items which automatically disintegrate (autodeleted) once their charges have been exhausted. Conversely, non-crumbly, or persistent, would refer to items which do not disintegrate once their charges are worn out. The crumbly/persistent status of an item does not determine whether the item can be recharged.
