PLACE is a mechanical verb. It allows the user to move items to the ground carefully as opposed to dropping them. This is particularly useful for breakable items.
PLACE FEET will retain an item in your inventory while allowing you to have both hands available and with less risk of accidental loss. Characters with items at their feet will be unable to move without dragging the item.
