Nexur

Somewhere around year 4314, an elven member of the Wardens of the Hallowed Scroll, known in some rare records by the name of Nexur, embraced his insane theory of a Twilight of the Elves, using his mastery of runes and magic to destroy all enemies of Elvenkind, seeking to make himself a king to unite all of the elven houses. His plan was thwarted early on by fellow Wardens, but the battle that ensued destroyed the arctic library along with a majority of its members and students. In the end, only a few Elders of the order remained, and Nexur was said to have been encased in an icy prison to wither away.
In the years 5110-5111 a mysterious floating obsidian shard made a handful of appearances in regions surrounding Wehnimer's Landing. Those who interacted with the shard were teleported to an arctic cavern occupied by The Exiled Nexur. The elf spoke no words, instead communicating as a voice in the participant's head.
Nexur offered GALD services to participants who were teleported to his arctic cavern. He claimed his services were, "Another step on my road to redemption."
After completing the service he alluded, "The sacrifice is nearly complete..." before touching the participant's neck and leaving behind a small dark shard-shaped mark.
Regarding the purpose of his road to redemption, Nexur would only elaborate, "Sins of my past. The ancient past."
Appearance
You see The Exiled Nexur. He appears to be an Elf. He is tall and slim and appears to be ancient. He has cold obsidian eyes and marble white skin. He has very long, silky bone white hair. He has an angular face, a straight nose and a sharp pointed ears and a high forehead. He has strange pale sigils carved into his skin. He is in good shape. He is holding a cold obsidian shard in his right hand. He is wearing a fluid silvery robe, and a pair of soft leather sandals.
Arctic Cavern
[Arctic Cavern] Shadows creep along four walls of solid ice that form the small cavern. Up twenty feet in the air hovers a fist-sized glaes orb that glows with a soft white light, which only illuminates a small area of the cave. A deep chill clings to the air.
