If you stumble across this, I am compiling a list of places with free food and drink, by town. Anyone is welcome to add to it. The only stipulations are no private properties unless you are the owner and the room is accessible most of the time, and no inaccessible MHO or CHE rooms, only rooms the public is allowed in. Premium rooms, MHO hall rooms, and profession guild rooms are fine, just no rooms with foods that might be "owned" by a group that not everyone can access.
