The PAY verb is a mechanical verbs used to pay a debt with the town clerk. It also has functionality in the Library system
Usage
Pay (not at clerk):
You can pay your debts at the City Clerk's Office, located in <location>
Pay <amount>:
The Trace Bondsman gives you a merry wink and exclaims, "That takes care of your debts. Now scoot!"
