A dried glowing red eyeball charm will make one's eyes flash with the color of the charm (via GAZE), or Eye Spy eye flash with the color of the charm (via PEER). The charm will not change the color of your eye(s). There is a level 10 requirement to use. Each charm has 10 uses.
