Talking parrots are a specific script set applied to parrots. There are at least 3 of these and 1 of them, per the owner, is attuned to him.

Analyze

You analyze your tiny purple parrot and sense that the item is largely free from merchant alteration restrictions, but the creator has stated that "The item has restrictions on changing the noun."

The creator has also provided the following information:
