Flares are an item property that is triggered to create an effect when attacking (weapons and UCS gear), performing maneuvers (armor, shields, and accessories), casting (runestaves), blocking (shields), or are hit by an incoming attack (armor). Most flares deal damage to the foe being attacked or attacking a character, though there are some with other effects such as stripping spells (dispel flares) or increasing combat attributes (AS, DS, CS, etc).
In addition to standard flares, there are also scripted flares and "service" flares. Standard flares solely exist in Cat b. Scripted flares are either handled entirely via scripts in Cat D while leaving Cat B open or modify standard flares taking up both the Cat B and D slots.
