Staggered

Staggered is a negative status condition. When under its effects, the afflicted party is unable to act. Roundtime added via Staggered does not stack, but can refresh.

As part of the Player System Manager - Phase 3 update, any maneuver that can apply roundtime has been converted to apply Staggered instead.
