Igges could be found working out of the Gable of the Grackle in Wrencrest Rookery at Evermore Hollow.

You see Sailor Igges.
He appears to be a Coblynau.
He is incredibly short.  His age is indeterminate due to the shifting nature of his features.  He has crow's feet-lined olive green eyes and heavily wrinkled, leathery, deeply tanned skin.  He has thinning, peppered black hair.  His head is disproportionately large for his body, and his long arms extend almost to the ground.  Catlike whiskers, long and white, extend from around his bulbous nose.
He is in good shape.
He is holding a giant-winged butterfly mantle of ebon naraina in his right hand and a small bolt of su'chao silk in his left hand.
He is wearing a fishbone necklace, a red leather vest buttoned with nacre discs over a sinew-laced blue linen shirt, a rope belt knotted to one side, some distressed suede pants patched on both knees, and a pair of faded black boots.
