Whispering Willow will allow the caster to WHISPER to targets that otherwise cannot be whispered to. Those with the Whispering Willow spell already active may WHISPER while immobile or webbed.

If the ranger first casts Nature's Touch (625), they are able to use Whispering Willow indoors.
