Summary
After the Wehnimer's Landing Town Council votes end in a tie regarding the construction of the Darkstone Bay Consortium's bazaar on South Ring Road near Murdos Burdos' shop, Mayor Thadston hears out opinions in advance of his tie-breaking vote.
The gathered crowd raises no objections, so Thadston inquires with Councilor Leafiara (who, along with Councilor Chamorr, had voted yes) why Councilors Chandrellia and Fahlo had voted no. She cites concerns over the use of the armigers, a mercenary force, to protect the bazaar and the risk of dividing merchants into two classes, due to Consortium membership being a requirement to build in the area.
Thadston considers the matter and concludes that "merchants will always compete and fret"--and, as for the armigers, since the bazaar is within the gates, he'll ensure town guards patrol it and intends to work with Marshal Stormyrain on militia aid. For the sake of Larsya and Larton, the two Consortium members he likes, he approves the bazaar.
In other news, Thadston says the barracks will be rebuilt soon, he's deciding whether to keep or replace his Stewards, has a pardon on his desk waiting to be reviewed--though he can't yet say for who--and will be seeking help soon regarding his campaign promise to remove the kroderine shards from his arms at Dakris' request and insistence.

[General] Thadston thinks, "First snow of the season. That's fine by me."
[Town Square Central]
This is the heart of the main square of Wehnimer's Landing. The impromptu shops of the bazaar are clustered around this central gathering place, where townsfolk, travellers, and adventurers meet to talk, conspire or raise expeditions to the far-flung reaches of Elanith. At the north end, an old well, with moss-covered stones and a craggy roof, is shaded from the moonlight by a strong, robust tree. The oak is tall and straight, and it is apparent that the roots run deep. You also see the Danthius disk, the Kisun disk, the Therenax disk, a sleek brown mouse that is sitting, the Kwys disk, the coffin-shaped Inck disk, a gargantuan cloudy grey tiger, a red forest fox, the Yorne disk, a rose-marrow potion, a rose-marrow potion, a gold-crowned feisty royal penguin, the fiery red Vendayan disk, the Mearyn disk, the Keletheryl disk, some acantha leaf, a piece of golden honeycomb, a large acorn, a smoldering fire wyrdling, an ivy-covered white monir tower, a round silver-banded barrel, an herbal remedy donation bin and some wide stone benches with some stuff on it.

[General] Thadston thinks, "I'll be outside Moot Hall shortly. Bring a coat, if you can't handle the snow. We'll need to discuss the pile of Consortium crap the Council couldn't figure out."
Speaking lightly to Pukk, Leafiara says, "Well, we're not going very far."
Pukk recites:

[General] Kayse thinks, "Thank you. It is good to be. Congratulations on your new position."
Leafiara says, "I guess it's just as well since he wants to discuss the bazaar."
Speaking to Leafiara, Pukk says, "You are the temporary Cryheart."
[General] Thadston thinks, "Don't congratulate me yet. The odds of this position make me a corpse in less than a year. Hah."
Leafiara says, "And I think I'm the only councilor on hand at the moment."
Speaking to Leafiara, Pukk says, "I still have the touch."
Vendayan asks, "What is happening?"
Speaking amusedly to Pukk, Leafiara asks, "Was there ever any doubt?"
Kisun whispers to the group, "Not sure why we joinin Leafiara, but I'll go too."
[General] Falvicar asks, "Do you need a bodyguard?"
Kisun whispers to the group, "Follow da herd, am I right?"
[General] Kayse thinks, "Hopefully the odds will be in your favor."
[General] Pukk thinks, "I don't know...Amos is pretty tricky...might be less than 6 months."
Leafiara recites:
"Last call to join up before we head for Moot Hall!"
Leafiara says, "Moving in five..."
Leafiara slowly says, "Three..."
Leafiara amusedly says, "Okay, done."
[Town Square, East]
Here in the center of a broad plaza near the commercial area of the bazaar stands the impressive facade of the slate-roofed Moot Hall, where the citizens of Wehnimer's Landing hold various official, religious and social functions. Facing the square are some of the town's more prosperous shops, still doing business with the many customers who still frequent the streets at night. You also see a large purple wooden barrel.
Xannorath, Leifa, Pukk, Bernadette, Stormyrain, Danthius, Kisun and Severine followed.
Leafiara yells, "But follow any time if you want to participate in the... discussion?"
Leifa comments, "Snow."
Speaking softly to Leifa, Kisun says, "Is almost winter.."
Speaking blithely to Leifa, Kayse remarks, "Aye, first of the season it seems."
Speaking softly to Kayse, Kisun says, "Make a wish."
Leafiara muses, "Guess it's a nice change of pace from rain over the entire past month."
[General] Cryheart thinks, "Appreciate that you can feel the cold, it means you be alive."
Speaking curiously to Kisun, Kayse inquires, "A wish?"
Speaking quietly to Pukk, Falvicar says, "I thought it was Sir Cryheart you tell everybody to join up on."
Mayor Thadston just arrived.
Speaking softly to Kayse, Kisun says, "Aye, make a wish on the first snow of winter."
Thadston says, "Evening everyone."
Speaking softly to himself, Kisun says, "Never comes true though.."
Cryheart says, "Evening, Mayor Thadston."
Thadston nods at Leafiara.
Leafiara amiably greets, "Good eve."
Thadston says, "Councilor."
Leafiara smiles.
Placing one foot behind the other, Leafiara drops into a respectful curtsy, a swirl of glimmering cherry red hues surrounding her body.
Lylia says, "Mayor."
Thadston nods at Lylia.

Thadston says, "Marshall."
Raelee suddenly fades into view.
Leifa says, "Townsfolk."
Speaking quietly to Thadston, Falvicar says, "Mayor."
Thadston says, "Owly's fleshwalker."

Thadston glances at Falvicar.
Stormyrain places a hand over her heart.
Stormyrain bows to Thadston.
Raising both eyebrows slightly, Raelee regards Thadston with an unimpressed look.
Thadston glances at Kayse.
Falvicar nods at Thadston.
Thadston says, "Lots of old faces."
Falvicar winks at Thadston.
Thadston says, "...yet still Pukk."
Thadston shrugs.
Lylia smoothly says, "Define 'old.'."
Thadston begins chuckling at Lylia!
Pukk grins.
Falvicar agreeably says, "Some things never change."
Pukk says, "You remembered me."
Cryheart says, "Amen."
Speaking lightly to Pukk, Leafiara says, "As if anyone could forget you."
Thadston says, "The barracks should be back open this month."
Thadston says, "Finally."
Speaking to herself, Kayse disagrees, "I am not OLD."
Stormyrain adopts an agreeable expression.
Lylia says, "We shall all look young soon by comparison when Xorus arrives."
Thadston says, "You'll be even more busy."
Thadston nods at Stormyrain.
Stormyrain slowly empties her lungs.
Stormyrain inclines her head.
Kisun softly says, "Old is just a feelin.."
Kisun softly says, "I don't feel old."
Falvicar whispers something to Kayse.
Cryheart whispers something to Stormyrain.

The Darkstone Bay Consortium Bazaar Proposal
Thadston asks, "So who doesn't know about this Bazaar proposal the Darkstone Bay Consortium proposed?"
Leifa quips, "Sounds bizarre."
Kayse raises her hand.
Thadston says, "I was waiting for that."
Thadston nods at Leifa.
Leifa curls one side of her lips up into a furtive, playful smirk.
Thadston says, "You did not disappoint."
Thadston says, "Well, the town council voted."
Thadston says, "A tie."
Speaking to Thadston, Leifa says, "My work is done."
Leifa nods sagely.
Leafiara nods at Thadston.
Thadston says, "So I have to decide."
Cryheart says, "And ye be the tie-breaking vote."
Thadston nods.
Kayse whispers something to Falvicar.
Lylia says, "It is always a glorious day when the mayor gets to cast the deciding vote."
Thadston says, "So I'm here to listen to some opinions, if anyone has them. Before I decide."
Thadston shrugs at Lylia.
Falvicar whispers something to Kayse.
Cryheart asks, "So this bazaar will be in Shanty town?"
Thadston says, "No. South Ring Road."
Cryheart says, "Ok."
Thadston says, "Closer to the gemshop."
Leifa says, "I recall the last conversation and I gave it my approval."
Cryheart asks, "So hopefully it will generate funds for the town via taxing the merchants who run the Bazaar?"
Leafiara says, "Quiet crowd, but it wasn't much different at the town council meeting we held." [OOC note: difficult to convey in a log, but there was a bit of a time lapse and pregnant pause]
Pukk asks, "Where is Owly?"
Thadston nods at Cryheart.
Speaking to Leafiara, Leifa says, "I've never heard anyone complain about too much shopping."
Cryheart nods at Thadston.
Thadston says, "More shops are good for the town. And Amos."
Pukk says, "He needs to be here."
Thadston says, "So you can see the situation."
Xorus whispers something to Lylia.
Cryheart says, "We just add more taxes to Amos."
Thadston asks, "It would appear no one has any more questions or concerns?"
Thadston snickers.
Stormyrain asks, "Is there a strong argument against the Bazaar?"
Leafiara says, "I couldn't see any difference between this and other proposals from anyone else to build shops."
Thadston asks, "Councilor, do you know why two council members voted no?"
Thadston peers quizzically at Leafiara.
Thadston asks, "What were their concerns?"
Speaking to Stormyrain, Kayse remarks, "Curious to hear this as well."
Lylia says, "I have always favored more commerce. If Amos dines on his slice of the pie, then so be it; he would do so regardless, and this way he does so under the auspices of the mayor's office and the Town Council."
Leafiara says, "Hopefully I can represent them fairly, but..."
Leafiara says, "They had two concerns primarily, as I recall."
Leafiara says, "One was the ongoing use of the armigers, in this case to protect the shops."
Leafiara says, "So continued reliance on mercenary forces not necessarily beholden to the town."
Speaking to Thadston, Pukk asks, "Just a hypothetical question. If a arrow was to mistakenly, totally be accident be shot at and hit Amos in the eye and accidentally kill him, would that rogue...I mean person still be charged for murder?"
Thadston nods at Pukk.
Pukk snaps his fingers.
Leafiara says, "Another concern was about causing division between merchants not in the Consortium and merchants in the Consortium, since building in the bazaar would require membership."
Pukk says, "I mean oh good."
Cryheart says, "Tis still a crime."
Speaking to Pukk, Stormyrain offers, "If it was within the Landing proper. If you are in the wilds...our justice system does not extend there."
Lylia notes, "Such fracture lines have always existed among the town's merchants."
Thadston says, "Fair concerns. But merchants will always compete and fret."
Speaking to Stormyrain, Pukk says, "Good luck trying to lure....I mean...oh that's right."
Thadston shrugs.
A sharp blue line traces its way through the air before you into the shape of a doorway, which opens to reveal a starlit blackness as vast and endless as the midnight sky.
Thadston says, "As for armigers, the bazaar will still be town."
Earthdiver rides an emaciated black horse out of a starlit doorway.
Leafiara says, "My personal thought was that if such was a concern of the merchants, we should have already heard it from them and haven't, so..."
Leafiara shrugs.
Thadston says, "We'll ensure town guards patrol it still, and I'm sure the Marshall and I can work something out for militia aid."
Nairena says, "Those armigers are not friendly at all."
Speaking to Earthdiver, Pukk says, "Show off."
Earthdiver says, "It's just a door."
Cryheart says, "If the consortium is wanting the armigers to protect their wares, then perhaps their union should pay for the Armigers...perhaps Amos."
Leafiara says, "They are the ones paying for the armigers, to my understanding."
Thadston nods at Leafiara.
Leafiara says, "And the ones paying for the bazaar itself."
Cryheart says, "Good."
Leifa mutters, "Strange magics."
Leafiara says, "Which was the only thing I needed to hear to give a yes."
Asben whispers something to Earthdiver.
Leafiara says, "Not exactly a nuanced position, I'll admit, but...."
Thadston sighs.
Thadston slowly empties his lungs.
Pukk says, "I'm just happy about the garden."
Leafiara says, "Again, I don't see the difference between this or a proposal from anyone else to build a shop."
Lylia says, "An excess of purity does no one any good."
Speaking to Pukk, Leifa agrees, "Oooh I love the garden."
Thadston says, "I'll consider this for the members of the Consortium I do like. So, two of them."
Thadston says, "I approve the bazaar."
A town clerk steps out of the Moot Hall doorway and goes up to Thadston and whispers something to him, then runs back inside.
Thadston sighs.
Cryheart says, "Get used to politics."
Stormyrain says, "It never ends."
Leafiara affably says, "And now just be ready for calls of favoritism or Amos running around boasting about unprecedented progress when it's pure routine."
Speaking concernedly to Thadston, Falvicar asks, "Everything okay?"
Thadston says, "Apparently, I have to file some kind of paperwork to approve it. Get it signed off, stamped, sealed, and then say I approve it."
Thadston shrugs.
Pukk says, "Thaddy being so calm is certainly bizarre."
Thadston grumbles.
Nairena says, "Oh no."
Leafiara knowingly agrees, "Paperwork's the worst."
Leafiara wryly wishes, "Good luck."
Thadston shrugs.
Nairena says, "Now you got to pull some strings."
Bernadette softly says, "Fermalitees."
Thadston says, "Either way. It's approved."
Thadston says, "I'll ban parchment next."
Thadston smirks.
Pukk says, "Do what Chamorr probably does, tell them the paperwork is done then have somebody else do it."
Speaking to Thadston, Raelee says, "Paper, vellum, papyrus... to eliminate parchment does not eliminate the work."

Thadston says, "Well, no one died tonight. So that's good."
Lylia says, "The night is young."
Cryheart says, "A good start."

Speaking amusedly to Lylia, Kayse says, "I was about to say that."
Speaking to Thadston, Pukk says, "Night is still young and Hapenlok isn't here yet."
Thadston says, "I've got to decide on my Stewards, and if I intend to keep them, or replace them."
Thadston says, "And there's a pardon waiting to be reviewed on my desk."
Leafiara curiously asks, "Already?"
Speaking to Pukk, Lylia says, "Oh, and people think only sorcerous curses are dangerous."
Thadston says, "...and...another matter."
Stormyrain asks, "Who is the pardon for?"
Thadston says, "A campaign promise. I suppose I will entertain to keep."
Thadston says, "I can't say yet."
Stormyrain nods slowly.
Speaking to Lylia, Pukk says, "The best curse I know is..."
Stormyrain says, "Well, I look forward to hearing more."
Pukk muses, "It's quiet tonight."
Kayse whispers something to Stormyrain.
Thadston says, "Soon, I'm going to need some help."
Lylia says, "Many are doubtless still sleeping off their festival revelry."
Thadston taps one of the fragments of kroderine in the flesh of his arm.
Leafiara understandingly says, "Ah, yes, that."
Lylia murmurs, "I see."
Thadston says, "Dakris is quick to remind me. Weekly."
Speaking to Lylia, Telare says, "Precisely. I've just awoken from it, myself."
Leafiara amiably says, "Excellent, a chance to figure out what Octaven couldn't."
Thadston says, "So study up."
Thadston nods at Xorus.
Xorus nods at Thadston.
Speaking to Leafiara, Pukk says, "Aha, Dakris is weak...now we know."
Raelee glances between Xorus and Thadston.
Falvicar whispers something to Kayse.
Thadston whispers something to Stormyrain.
Stormyrain furrows her brow.
Stormyrain nods understandingly at Thadston.

Kayse whispers something to Falvicar.
Speaking to Thadston, Stormyrain adds, "But not much more work than that, at least for the time being. Thank you, for the work on the barracks."
Thadston says, "...and if you want to play too, keep Octaven away though."
Thadston nods at Raelee.
Thadston nods at Stormyrain.
Speaking neutrally to Thadston, Raelee says, "I can work in the same Outpost yet not speak to her for months."
Thadston says, "It's like you're married."
Thadston smirks at Raelee.

Thadston chuckles.
Thadston says, "If I build one."
Thadston says, "You call them offices. I call them dungeons."
Thadston says, "Goodnight everyone. We'll see more of each other soon I am sure."
Lylia replies, "Yes, if someone wishes to break the law and suffer the consequences thereof. Locks are not only there to conceal what you do not wish others to see; sometimes they are there to lure malcontents."
Speaking in Faendryl, Xorus says something you don't understand.
Lylia says, "And sometimes they just give you a few moments' peace."
Cryheart says, "Rest well, Mayor."
Speaking to Thadston, Pukk says, "Yeah, who needs paperwork...fooey I tell you."
Speaking to Thadston, Lylia says, "Good to see you again."
Leafiara amiably states, "We'll see you soon, Mayor."
Bernadette softly says, "Rest well Mayor."
