The Ruined Tower lies north of River's Rest across from the Maelstrom Bay. This tower was damaged during the Great Cataclysm. In addition, this tower was once the home of the wizard Kiergaunt Pandarre, a student of the elemental planes. Now, however, it is a fearsome ruin full of lizard creatures called Hisskra and watery elemental creatures called water wyrds.

There are two entrances to the tower from Maelstrom Bay. To climb up the path after swimming or walking across the Bay requires approximately 15 ranks of climbing skill. Those without climbing skill can swim downwards and come in through an opening in the dungeon.
It is not possible to use a gold ring or other teleportation to enter the area, but it is possible to exit via magical means.
There is a magical workshop located at the bottom of the Ruined Tower.
