Adds +1.0 DS (capped at level) & +0.33 TD per rank greater than 13. Costs +1 mana per +3 DS & +1 TD (every 3 ranks). Duration is extended by +30 sec per rank.

Duration is extended +30 sec per rank.

Adds to a wizard's capability to enchant successfully.
